Tech Question - Axle Pads

I just received my new leaf springs and am confused about something. I am converting from mono to multi leaf springs on a 1970 Chevy Nova. I have the conversion kit and I guess I'm confused by the terminology of the "top" and "bottom" axle pads.

Does the metal plate with the hole go closest to the road or closest to the floor of the car? It looks like it needs to go over the bolt head but that seems like it would be the bottom side since it is closer to the road.

The directions say to put the metal plate on the "top" axle pad but I am not sure which side of the leaf spring is considered the top.

The leaves of spring are help together with a bolt going through the leaves.

This bolt is called a "Center Bolt". The spring seat on the axle has a hole in which the head of the centerbolt goes into.

As you know, the mono leaf spring is a one leaf spring so it does not have the centerbolt. Nor does the spring seat have the hole.

So what one has to do is replace the top axle pad with the steel spacer plate.

The top of the spring is the side with the longest leaf. That would be the side that faces up when installed.

The top rubber/urethane axle pad is not used when converting from mono to multi leaf springs.
